Xbox Wireless Adapter for Windows 10 not recognized by Windows

When I plug in the adapter, I get a "USB device not recognized" error (Figure 1), and it does
not light up or work.

Earlier this week I experienced the issue and managed to solve it by changing the USB port it was plugged into. But that no longer works; I've tried every USB port on my tower (including ones on different controllers) to no avail.

Additionally, I have tried googling and tried the troubleshooting steps found

here, but those steps did not work. I uninstalled the Xbox Wireless Adapter device from the device manager, but the adapter shows up in device manager as "Unknown USB Device (Device Descriptor Request Failed" (Figure
2).

Any help on this issue would be much appreciated.

Also it might be worth mentioning that I'm running Windows 10 Pro 1909

The original XBox Elite controller requires the Xbox Wireless Adapter for Windows 10 so without that adapter it will not be recognized properly by Windows. The newer, Elite Series 2 can connect to a Windows 10 PC without the need of an adapter.

There are two different Xbox One wireless adapters.
The older, bigger one is able to support Windows 7, 8, and 10.
The newer, smaller one only supports Windows 10.
