xbox windows 10 apps

Hi Recently I have been experiencing a issue regarding Xbox parties on my laptop. The problem started around 2 days ago and it has been plaguing me since. The issue is, is that my friends will be inn a party and I cant see it it doesn't say that any of them are in a party. But what's even stranger is that there are other people on my friends list that I can view and join the party just fine. When I try to join the party on my phone it doesn't work either. Switching accounts does nothing to fix this and I've tried everything from older forums like fixing teredo and checking WIFI. I can view and join the party just fine on my Xbox account on my Xbox one s. When I try to invite my friend from the win 10 game bar they receive the invite but cant join the party. It still lets me join there game from game bar and Xbox app but does not show the party. Sometimes it shows that there in a party but it wont let me view or join the party the only option I'm given is invite to party. I'm not able to receive party invites at all either. Please help this is very annoying and frustrating. Thank you in advance.
