    Ok, so there are a few things that can be happening here. First, I would log into your home router/modem and verify that DHCP has enough addresses left to hand out. The scope could be small and not allowing anything else on the network. This process can
    vary per hardware manufacturer but its pretty straight forward. If you see something that says Subnet Mask: 255.255.255.0 then you should have more than enough IP addresses in the scope.

    Second, if the xbox is connecting to your hotspot on your phone, verify it is 2.4 Ghz that you are advertising out on the phone. If it is, you can try to statically set your IP in the xbox wireless settings and then connect. DHCP will be out of the mix
    and if you have access at that point, your router/modem is causing the problem.
