I don;t think you understand the problem. My usb power staying on does waste power yes but the problem is it also keeps my hd fired up as well as my headset. Which causes unneeded wear and tare and operating issues with my headset being recognized on power up until i unhook its power and reconnect.

Yes you need more volts then anything USB can put out

there should be an option to turn off hdds when console is off, with regards to usb then no as they leave power running through for those that have there controller chargers and charging stations plugged in, also if instant on mode is enable they need the usb bus active to use wifi (which is on USB) and to start up any external drives to update games.
