Xbox to Gaming Laptop

I am purchasing a gaming laptop more for portability than anything and I was wondering whether I could play my xbox titles on this platform when I get the laptop.

I play Call of Duty mostly and dont really want to pay for the title again

But when i click on my digital copy it says "install on devices" ?

Also if i was to purchase on PC would i lose my online progress

Install on devices option is there if you have more than one Xbox. You can't install on PC, Microsoft doesn't sell the PC version. The game is cross platform for multiplayer, but that does not mean if you own it on Xbox you also own it on PC. It's a separate
game.

I'm a console and PC player. I own Modern Warfare, but I own the PC version - better performance on my RTX 2080 equipped PC.

You won't lose any progress, you'll just start from the beginning.
