Xbox Streaming to Windows 10 hitching/skipping/flickering

My new-to-me laptop is suddenly having issues streaming from my Xbox One with the Xbox app. The video is hitching/skipping to the point that it's unplayable (video of what's going on here: )
and I haven't been able to find the cause, or a solution online. It's less pronounced on lower quality settings, but it still happens and there's a TON of input lag (nearly a full second). CPU usage from the Xbox app is very low (~15% or less on Very High).
Other streaming apps (YouTube, Twitch, Steam in Home Streaming, etc.) work fine. The Xbox App worked fine when I first installed Windows on this machine Wednesday, and I haven't made any changes since. An almost identical laptop (same model with different
CPU (i7 instead of i5) and GPU (GT 550M instead of GT 420M)) is able to stream just fine on any setting. I've tried both the normal Xbox app and the Beta Xbox app, there's no difference. Also tried streaming from a different Xbox One, same result.

Obviously I've tried restarting the laptop and console. The "Test Streaming" option says it should be able to handle every quality option, and this doesn't appear to be related to the network since being plugged in or wireless makes no difference. Graphics
(integrated and GPU) drivers are up to date, and I've tried reinstalling them. Monitor settings are correct. Laptop is a Dell XPS 15 with i5 560M, 8 GB RAM, and GT 420M, the Xbox is the first model Xbox One (not the S).

I'm thinking it's related to video decoding, but I can't find a way to change any setting related to that on the Xbox App, and if I try to force the Xbox app to use the GPU through the Nvidia control panel the whole screen goes black and I need to force
it to reboot.

Any help would be appreciated.

XBOX 360 and Game Streaming

Are you trying to stream a game from Xbox 360 to Windows 10? That's not supported - the media center of old was for streaming videos and songs.

There is a way to stream Xbox 360 games to Windows 10, but it involved using an Xbox One and playing the backwards compatible Xbox 360 on the Xbox 360, then streaming the Xbox One to Windows 10.
