Xbox store says I have no payment options to complete purchase?

I have been trying to purchase Portal still alive since May 2016. I have a xbox one and I cannot purchase the game from it so I went to xbox store on my pc and that place would not accept my security info so I left it alone for about a month, then in June
I tried to buy the game again and still had the security info problem so I reset my security info and then they tell me i have to wait 30 days for the reset to be completed!?

Well now the reset is completed and I still cant buy the game because when I click purchase this game A message comes up telling me I have no available payment options but this is not true as I have almost $16 in my account. This money was specifically added
to my account solely for the purchase of portal still alive .

So yeah I have the money right now ready to be spent today and the game even happens to be on sale for $8.99 instead of $14.99, I hope this issue gets fixed soon but if not I still expect to pay $8.99 for this game.

Payment issues

Hello,

I have a problem in store as it says I have not chosen any method of payment, but I have a payment card connected to my microsoft account. Don't know if I have to somehow connect it specificaly for xbox store, but I haven't found such an option.

How do I remove my credit card information from my account?

Every time I find an option under billing that says "Remove payment option" it redirects me to this page.

support.xbox.com/.../remove-xbox-live-payment-option

There is no "Payment & billing" option. And when ever I click billing, then remove payment option, I'm sent back to the link above.

You cannot use microsoft currency or an account balance to purchase backwards compatible games from an Xbox One or Xbox.com . If you wish to use the money on your account to purchase Portal: Still Alive, then you would need to log into an Xbox 360 and purchase
the game from that console.

I mean the ones you redeem by code in store, I select it in payment options and when I try to purchase the item it says that I am not "authorized" to use the payment option

Okay, if the funds are insufficient then split the charge, what about Games with Gold purchases/transactions ? I can't complete the purchase, it says to 'add a payment option'
