Xbox spam tool

It is a third party access and i have heard it is been looked into asap.

This is being addressed in another post. Apparently there is a tool that can be used to do this that is not created by Xbox but by hackers. don't know if its factual yet, but hopefully Xbox see's this, and actively researches it.

use Xbox Enforcement support for their to write the problem down

What those Moder websites don't tell you is that privacy tools on Xbox actually nulls that problem

and prevent unknown people from spamming or sending any msg to you

So yes this is a rumor. People have always believed that spamming the report or getting a tool to spam would work but this isn't the case.

Even yesterday Xbox/Microsoft shot down the rumor. So nothing to worry about.

But never believe internet rumors until a trustworthy source has said something.
