Xbox says it needs an update but can't get it and no apps including settings will open.

This can be a bit dumb, but may I know if you tried to power cycle your router as well?

For this you only to disconnect it from power for about 3 minutes. Then connect it again an when everything is working, try again

If you already tried that, what about using a different wifi network?
For this purpose you can share mobile data via wifi hotspot and connect the console in that way

In the meantime tell me, are you using an insider build / beta OS in your console?
And what else did you tried so far to fix this? (Besides power cycling the console)
In that way I can advise you different things or how to proceed

Thanks but I've tried to uninstall via this route.

There are 4 Xbox apps listed (including Xbox CC). All of which do not allow 'uninstall' even through the advanced settings.

i can't update Win10 as I need to delete Xbox x 4 first.

Check for updates on Windows Update, update everything including optional/additional updates, and also follow the steps below.

1. Logout from Xbox Accessories App, Xbox app, and Microsoft Store app

2. Look for the Xbox Accessories App, Xbox app, and Microsoft Store app in the Windows menu, right-click, click app settings and then click terminate, restore and reset.

3. Clear the store cache type ''wsreset'' in the Windows bar, run as admin, and wait for the screen to close and open the store automatically.

4. Open the Microsoft Store, click on ''library'' in the lower-left corner then ''get updates'' and update everything.

5. Restart your PC, log into the apps again and try again.
