I must say that I do envy the Americans a bit. Many companies are shut down for the week! My dealership was open July 1st (Canada Day).... which irritated me.

I had the same problem. I bought it on December 12 of 2021. In January of 2022 I had to start turning it off once a week. It finally stopped working February 1st of 2022. The switch to turn it on and back off is stuck in the on position. I can't return it to target because I only had til January 24th 2022.

and the purchase is showing at https://account.microsoft.com/billing/orders , along with 2 other purchases I made that night, another set of movies, and a game pre-order. There is also a "Miscellaneous Credit $0.00 Refunded $100.00" from where I used Microsoft Rewards to redeem points for account credit, however that balance was almost completely exhausted. nearly the entirety of the purchase amount of the item I am trying to refund was charged to my card.

At this point HotWheels didn't show for me or the kid.

Race Cross County Circuit Races until Hot Wheels Show up.

Took 1 race for kid

Took 2 races for me(1st race was the same as kids 1st race?) No explanation.

i have checked my email and it is the right one. it is now the end of the 1st week of july and i still haven't seen any email with codes.
