Promotions vary by region, they also differ based on the amount of promotions currently available on LIVE. You'll see different promotions from time to time on each reload of the dashboard.

As far as the event player is concerned, nothing would have been showing up unless an event was live at the time. The VGA's just started at 9 PM EST (your post was at 8:32 PM EST). If you were to open it now, you'd see the VGA's (if it's available to see in
your region).

The mystery remains that the friend I was watching the VGA's with, lives right next door to me, also him and the other friend I was referring to, who lives locally as well, always see the same promotions that never appear to me. I took you "reinitiating
the dashboard" method into account, but there is still no sign of change, I appreciate you attempt at assisting me and and a further explanation or alternative recommendation would help.
