Xbox Profile Pictures

Hey,

So I've been checking back pretty regularly to see when the gamerpic restrictions would be lifted, and noticed that the alert stating that the service was disabled is now gone, and yet I still am unable to upload a new picture. Is the alert having been dismissed
an error?
