Xbox Play Anywhere: How does it work?

Hello, community! I already read this post here: Xbox Play Anywhere | Xbox but Im still not enlightened. I dont have a Xbox; just a windows 10 PC; So
now I want to buy Forza Horizon 3 to play it with my PC... Do I need an Xbox-live account? I´d be happy if someone answers my question in a few minutes.

so i have pre oredered forza horizon 3 in the xbox app on my pc. i don`t have a xbox and would like to know why i can see the game in my inventory??

 

and if i can play it then when xbox box play anywhere has starded? i think it starts on the 13.sptember

 

I bought the Ultimate Edition of Forza Horizon 3 from Amazon and entered the code in the Windows APP store this morning but it's not showing up on any of my game lists (Win 10 or XB1) nor is it showing up on my purchased games list. While I understand that
the game won't be playable until the 23rd I thought we were supposed to be able to start the pre-load today.

 

I have the same thing xGryfter, I am thinking don't want to release it too early for people to mess with the files is my guess. I have both the xbox one and PC and it is pre-loaded on the xbox but no where to be found on the PC yet.
