Xbox Play Anywhere - 'Cross Play' (Do I need to own an Xbox Console)

Ever since the announcement at E3 2016 for Xbox Play anywhere I've been quite excited. I have gone online and read as much information as I can but there is 1 question which i cant seem to find an anywere for. Do I need to own a Xbox One Console in order
to play the games on pc?

Im aware that you purchase the digital copy of the game and from there you are able to download and play it on both console and windows 10, yet it doesn't specify whether you need both or only 1 of the devices in order to play the title.

No, L2D is not part of the Play Anywhere titles and it's not cross-platform, so you'll need to purchase a copy for console too.

Will Xbox push for more shared online with PC?

I get that Play Anywhere means people can choose, and maybe this turns games from exclusives to console exclusives, but I think its power is in 3rd party multi-plats. This generation is coming to a close, and I think Xbox should have major plans for next gen, and think they should keep the program if it does more than just 1st party.

Seeing the Fortnite debacle, where PC/Xbox/Switch gamers can seamlessly play between platforms with Cross Play, I feel this is one of Xbox's crowning achievements of consumer friendly practices. I think Xbox's ticket to commanding 3rd party, is in more PC games with shared online by doing more Cross Play, and best way to do that is Play Anywhere, but to entice other companies into Play Anywhere, they need to give them an incentive, maybe some will do it, but any who do will still put a copy in Steam.

I think an ultimate goal would be to get EA and Ubisoft to have Access Programs on Xbox, that are shared with their individual PC platforms. They aren't on Steam anyway, so they are the best bets. I believe if they offered their games and have cross play with Xbox, people like me would totally buy it for Xbox over PS4, and if it was a Play Anywhere, even in an Access Program, I definitely wouldn't play them anywhere else.





Things Xbox should do:

-Windows 10 Store needs extensive work in the game department and needs to be a place gamers actually want to use. Play Anywhere means nothing to gamers if they don't want to deal with your platform.

-Push to get more major 3rd party online game with cross play with PC. Preferably getting their games into Win10 store, but other publishers have zero benefit for putting it in there, let alone making it Play Anywhere with Xbox.

-Get more 3rd party to get on the Play Anywhere

-I really think all Xbox titles should be put on on Windows 10 store only. If people can just buy on Steam they are less likely to buy a Xbox, compared if they bought it on Win10 store and get a Xbox copy.
