Xbox PC App won't download unless I switch to mobile data

Hello everyone, I'm facing a very weird issue and I'm hoping you guys can help me sort it out. Yesterday, I performed a fresh install of Windows 11 (genuine install of Windows 11 Pro 21H1 22000.348), but I couldn't get Xbox App games to download, using Minecraft Launcher as an example this is what happens:

If I try to download a game through the Microsoft Store, nothing happens, I click on install and the following message pops up after some minutes: "Try again later something happened on our end". It's worth mentioning that apps like Netflix, Disney+ etc. work fine, I'm only having this issue with games present on the Xbox App.

If I try to download it through the Xbox App, one of the three ends up happening:
- Nothing happens;
- It starts downloading but gets stuck on "Preparing 0%";
- It starts downloading but gets stuck on "Downloading 0% 0MB/s".

The weirdest thing though, is that if I connect my phone via USB, enable mobile data and USB Tethering (mobile data through USB) and disconnect my ethernet cable it starts downloading just fine, even if I switch to ethernet later. Sometimes it can get stuck, but doing the USB trick "solves" it. Obviously this is not a reliable or viable solution, it's not even a solution in my opinion, but here's what I've tried so far:

Using "wsreset" to reset Microsoft Store several times;

Killing and resetting/repairing MS Store, the Xbox App and Gaming Services from the Settings app;

Trying both a release and and Insider build of the Xbox App;

Using a command to uninstall Gaming Services and installing it manually;

Using "services.msc" to check if all MS Store/Xbox related services are running and set to automatic;

Countless restarts;

Using the Media Creation tool to install Windows 11 on top of itself;

Completely formatting my drive and installing Windows 11 a fourth time (it persists between installations);

Deleting my LAN driver and using the one installed automatically;

Powering off my modem and router and leaving them off overnight;

Trying another drive;

Basically everything else you can think of...

At this point I'm completely out of options and I don't know how to fix it, I just want to be able to install games like Forza Horizon 5, Halo Infinite and Minecraft properly. Anyway, thanks for your time, feel free to give me suggestions in the comments.

If it works with another connection I can only imagine that your ISP or your network equipment blocks Microsoft Store traffic. I would contact them to check this out.

Out of interest, are you using TP-Link Deco's or Zen internet as your ISP?

I have also changed DNS providers etc to see if that's the issue, but that doesn't work either.

Hi! My router is a D-Link DIR842, and Zen Internet isn't my ISP, but I think I can help you. When I contacted my ISP they simply enabled DMZ on my router, which isn't the best solution but it works. To enable DMZ, you first go to your router settings and create a static IP for your PC (and add it in Windows), then, enable DMZ and put the static IP you just created as a host. If you're having trouble, just Google "how to set-up a static IP", it's not hard, but can be a bit confusing if it's the first time you're doing it. Try it and tell me if it works.

Like I said, I can download Microsoft Store apps, but not games.
