Xbox PC App fails to sign in to my Xbox account with an 0x80190001 error

This is getting so frustrating. I'm trying to play Wasteland 3 PC via Game Pass on the Xbox PC App. I'm signed into my Microsoft/Xbox account on both the MS Store and the Xbox PC App before I launch the game.

I launch the game and all starts well. I get the splash screens and titles no problem. Then it asks me to press a key or the A button. I do so and it pops up another screen to log me into my xbox account. It sees and chooses the Xbox account I was already
logged into and I get two buttons, Choose Another Account, or Let's Play. Clicking let's play pops up yet another small window with a spinning arrow, and then I just get a window that says something went wrong, 0x80190001. That's it. Choosing another account
does the exact same thing, same error message. Closing any of these windows just leaves the game open on a blank screen I can't interact with.

Here's all the **** I've tried:

Repairing and resetting all Xbox apps as well as the MS store.

Switching my computer account to a local account and removing my Microsoft account, then re-adding it.

Reinstalling all 33gb of the game (thanks for the data cap hit)

Confirming Wasteland 3 is in the list of allowed apps in Windows Firewall

Google searches just bring up dozens and dozens of other people having issues with various MS products with the same error code and no concrete solution. I'm clearly very frustrated and would love some help. Thanks in advance.
