Xbox PC app broken

Has anyone had issues with the Xbox app on PC either not downloading, starting a download but never actually starting it stuck at 0 percent verifying, downloading a game but extremely slow (ex. 30mbps down to 6, then back to 0), stuck at 100 percent and never finishing? When you go to settings and then check where the install files go that option is not there so all games are unavailable. Sometimes when I press play to start a game nothing happens. For the past week I've been having all these issues listed above. The Xbox PC support is horrible, I keep getting to talk to "Xbox game experts" that tell me the same thing, go to settings and apps and reset the Microsoft store and Xbox app. This does nothing. Then run PowerShell as admin and have it redownload game services. This does nothing. Then one rep told me to delete some registry files and app data. This crippled the Xbox app and it made it unusable. Their solution after that was to reinstall windows 11. Now I'm back at square one where games take forever to verify, download, or finish downloading. It's very frustrating when the Xbox support doesn't care about the PC gamers. It's a huge no no that I had to reinstall windows 11 but I did it anyways. Nothing they suggested works. At the end of their troubleshooting they give up and say "sorry we have exhausted all troubleshooting" and pass me to another "Xbox gaming expert" to walk me thru the same steps after I tell them several times that it hasn't worked.

Anyone have any solutions? I read online it's an issue but no one has a fix for it. It's extremely frustrating. Halo won't launch anymore on the PC either.

My connection is 950mbps down, 45 up. My PC specs are an AORUS b550m pro-p, 32 gig of ram, rtx 3080ti founders edition, 750watt power supply, amd ryzen 7 3700x.

Steam, epic games, ea play, blizzard game client all download at average speeds of 400mbps. Not sure why the Xbox app seems so broken.

Help! I've tried to give as much information as I can.
