Xbox PC 0x80073D0D Error

So I have been searching all over the internet to figure out how to fix this error code. I've used guides from various places using power shell commands (there were several guides but I could only find one guide I used).

I have also reset the Microsoft Store app in windows several times

I exported a list of services from services.msc I figured it would be better to post it on Pastebin then try and fit it all in this post

Edit: Knock Out City is Updating right now, Roblox will Run (don't judge me I play it with my nieces and nephews) but any new game I try to install currently Trying to install No Man's Sky won't download (I also tried finding the KB update mentioned in some articles about this issue but my Windows Update doesn't have any option to install it, and I went threw all the updates I could see and did not see it already installed)

i have done numerous steps to try and correct the xbox app not installing games on pc, i keep getting error code 0x80073d0d, any soloutions to this problem

So after uninstallig Gaming service and Xbox, reinstalling it nothing changed. I went ahead and tried installing the game on my C drive and it would download. so I started searching for "Xbox won't install on D Drive" and found

When starting the game installation from the Xbox (Beta) app you have the option of changing where content will be stored by selecting the hard drive you want to install to. If you see the message “Selected drive is not set up to install games,” your drive is not provisioned and installation access is denied. To fix this:
- Either select the link under the message to go to Settings, or press the Windows key and selecting Settings > System > Storage. Select Change where new content is saved.
- Using the menu under Where apps will be saved to, choose the drive you want.

after changing this setting Xbox no longer gives me the option to install on C drive witch is fine but will now install on my D Drive.

No, I have not done a clean install, Yes I have AVG and ran a full scan last night with No issues. I would rather not Do a full reinstall of windows 10 issue with that is Then I'd have to re-download and install games (far as I know Steam doesn't really have a way to re-add games to the library that you've already installed previously even if all the files are still on your HD.

Both my HD have plenty of space the D Drive where Xbox installs on has over 500 GB of space remaining so Disk space is definitely not an issue.
