xbox pass games slow installation

Hello,

I've recently installed windows 11 RTM. It was a clean install using media creation tool created USB drive and it activated itself with the windows 10 license. Most of the stuff is working fine except the xbox app.

Whenever I try to install a game from the xbox app the installation gets stuck at "Preparing 0%" for a few minutes, then it gets at "Downloading 0%" and after a really long time it gets stuck at "Downloading 100%" after which eventually it finishes the install. This is happening even for really small games. I am not facing this issue on other gaming platforms and the internet connection is not the issue as this worked fine on windows 10. All the drivers and windows are up to date.

So far I've tried the following to fix this issue and it didn't help:

removing game services with the command: "get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers" and reinstalling

resetting and repairing microsoft store

resetting and repairing xbox app

Did anyone else encounter this issue? If so, how did you fix it?
