Xbox party not working

I've been having this problem for a while now. It all started about 2 months ago. My party chat had cut out and I could hear my friends but they couldn't hear me. So my first thought was my mic had broke again so the following day I purchased a brand new
headset. I still had the same problem. I then called xbox support and gave them my issue. They ran me through all the steps Check if mic is muted, Power cycle xbox, Skype test etc. It didn't fix so they told me to go onto the forums and tell them that a previous
suspension from xbox at glitched and came back. I was informed that only the forum moderators had the tools to fix it. So I went on to the forums and made a post. The forum moderators were unable to help me. I called back the next day and was ran through the
steps again. It still didn't work so then I was told it was my equipment and I had to purchase a new Xbox. So I went to Best Buy and purchased a brand new Xbox One S. I brought it home and plugged it in and got it setup and it to my disappointment it didn't
work. I called back once more and told the guy my issue. I was then told it was my internet and we triggered a DMZ and then port forwarded all the ports for xbox. Still no luck. He then told me to purchase a new modem and router. I put it off for a couple
of months and today I finally bought a new modem and router. I took it home and set it up and connected my Xbox same issue. I called my friend and gave him my account password and told him to see if he could talk and he cold. I called xbox support again and
they have no clue what the issue is.

Possible Solutions

It could be what the first call to xbox said and it could be some sort of glitchy ban. So is it possible to make a new account and transfer all the games I purchased over? Or do the forum moderators have a tool that could help me?

It could be my ISP my internet service provider. My ISP is xfinity. I've been using their modem and router combination. Is there some sort of compatibility issue I don't know about?

I know this sounds crazy but could it be my location? I really doubt it but it seems i'm the only one with this issue. I've looked it up several times and I can't find my exact issue just people complaining about not being able to hear or talk but my problem
is only talking.

Did you check if you were muted?

Yes my headset is unmuted and so is my party.

Have you used a different headset?

Yes as stated above I purchased a new headset.

Have you rebooted your xbox?

Yes a full power cycle and reset its settings.

Have you updated your controller software?

Yes I have I was ran through the process by xbox support.

Have you port forwarded?

Yes I did and when that didn't work I tried a DMZ and that didn't work either.

I'm really hoping you guys can help me because calling doesn't seem to work. Any suggestions or possible solutions will be greatly appreciated. I will try to reply within 24 hours of your suggestion. One of my biggest questions is if I make another account
can I transfer all of my purchased games over to that account?

party not working

when me and my friend try and join a party it just says that we are connecting the whole time and cannot hear each other then after about 5 minutes it will say go to network setting to fix this, so we go there and it checks the connection an it says that
our connection is all good but theyre having trouble with Social/gaming, is this happening to everyone else?

I got on today and it magically worked. I'm not sure what I did. But the day before I wiped my disk memory or something and I changed my startup option from instant on to energy-saving.
