Xbox Party Connection Problems.

This is not really a FH4 problem but a Xbox problem. It is just that fh4 uses the same connection as xbox live and party connection

It might be a connection problem on the other end like the person your trying to play with but also check setting and make sure to reset your xbox and router

I'd try to hard reset the console and I'd unplug the router for 30 secs, then plug it back in as well. This way everything should sync better.

First, we’ll want to check your current NAT type. To do this:

1. Scroll left from Home to open the guide.
2. Select Settings.
3. Select All Settings.
4. Select Network.

On the Network settings screen, in the center column under Current Network Status, the NAT Type field displays your current NAT type.

It can be caused by several things. For example, you may be blocking some port on your router, it is better to forge all Xbox ports. It is also better to have NAT Open.
If you want to talk over the Xbox Party, don't download on another device, don't burden your Internet connection unnecessarily, with another device.

And you can also try to clear the Xbox cache.

Press & hold Power button on your Xbox for 10 second, then Xbox will turn off immediately and button on Xbox will go out immediately. Then turn the Xbox back on and try the party again.
