as far as I know discs and console are not region locked game wise.

In regards to power , you will have to double check what it will say on the console what voltage it supports, should also be check what the cable supports.

As far as I know only certain digitally purchased games (or codes) can be regionally locked.

The Xbox One X's internal powersupply automatically switches different voltages. Since Dubai uses the same Voltage as India (220-230V) you wouldn't have any problems anyways.

As for the power cable, it depends. Dubai has mainly converted to the
Type C wall socket, that is also used in India. However, some parts in Dubai sometimes still use

Type D and
G sockets.

India also uses Type D, and sometimes
Type M.

If the cable in the box is a type G cable, simply get a new power cable in any electronics store or a travel plug adapter, and it should work. Just make sure that the cable and travel adapter can sustain at least 200 Watts.

As for disc based games, the Xbox One games are region free (with the exception of a few China exclusive games). So you can buy any Xbox One game in the world and it'll work.

Just make sure that you have your account country set to India, matching your payment method and billing address country.

Since India is a Xbox Live supported country, you'll have no issues buying stuff online, if your account country matches the country of your payment method.

Regarding warranty, I can't really say. I read on some websites that Microsoft doesn't care where the device was bought, and others say that warranty was denied.

Just register your console at
https://devicesupport.microsoft.com and check the warranty status on that website.
