Good day to you.

I have a problem - I receive all messages from Microsoft and Ubisoft in unknown language for me (Arabic language) . Is it possible to send me all information in English or better in Russian?

my location is Russian Federation and all the settings for Xbox are in Russian, the language was chosen also Russian.

I would recommend to try to migrate your account region to Russian through the migration page. This will then change all upcoming messages and notification to you to your desired language. Its possible that when you first created the account, the region
that was set is SA. That means, even if you set your console's locale to US - English, that won't affect the account at all. It will only affect the language and marketplace used on the console.

My profile / Settings xbox / change the region, mentioned for the account xbox

I chose region Russia. Then I got a message, that all the changes are accepted, but again in Arabic language. Do I need to change something in xbox?

 

If you have successfully migrated your account to Russia, all incoming messages that will be sent to you should be changed to Russian. If you are still getting a message from a different language, I would recommend to get in touch with the support. This
way, they could check your account if you where able to migrate it properly.
