Xbox One X Turns Off After Turning On

I'm working on a Xbox One X console for a family member. The issue is that when you turn it on it will turn itself off within 1-2 seconds. I have tried to boot into recovery mode but it doesn't work. I do hear a distinct buzzing noise any time the console is plugged into the wall. There is no change when the only cable plugged in is the power cable. I have tried another known working power cable. The buzzing noise is coming from near the rear left side (ethernet port side). Any tips on what to look for? I suspect a hard drive failure or power supply.

If that does not work, I believe that the console is already having a hardware problem and needs a repair.

Actually the controller had been paired previously but the problem persisted until I tried the reset method suggested by HV523.

It all works fine now without the cable.
