xbox one x problem Lag and noisy

hey so my Xbox one x is extremely laggy in games and only getting 2mbps when i launch a detailed network statistic. Also my xbox makes a washing machine like noise sometimes not sure if that's connected but is worry-some.

my laptop runs a internet speed test and gets around 20 down and 4 up where my Xbox one x has 2 down and 4 up sometimes it reaches normal speeds but rarely, this has been happening to me for a week now, its safe to say im fed up! do i have a dud or is my
configuration wrong (i used my old Xbox set up as well) . with the noise problem it doesn't happen often and should i be worried?

it is a project Scorpio edition as well.

Overheat

My Xbox One X is being overheated every time i play on it, the ventilation sounds noisy, is that a problem? What should i do?

 

a lot of framerate issues

Hello, I just bought a Xbox slim 250gb last week and I noticed that I have a lot of framerate issues. Like fable 3 it lags a lot in singleplayer and I thought it was normal because its a new xbox, but if I watch the fable 3 clips on youtube its absolutely
smooth and no lag at all. The game is already installed to the HDD, the xbox has a cool place for the fan.

The other games have the same problem for example Halo reach and halo CE anniversary. Its all installed.

Cache already cleared and I re-installed the xbox.

The power supply has a lot of noise too and its absolutely not whisper quiet, console has a little more noise then the other S models but not that noisy. Sometimes you hear the fan like going up and down: 1sec noisy, 1sec quiet, 1 sec noisy, 1 sec quiet
etc. after 10 secs it is back normal. in the time that its going noisy and quiet, the games are freezing for 1 sec, then normal, 1 sec later freezing again.

Whats the problem?
