Xbox One X not downloading at full speed.

I have just recently got the Xbox One X and I have noticed that when I am downloading games, it does not download at the full speed available. It seems to go between 30-40 Mbps although when I run a speed test on the Xbox itself, I have around 111 Mbps measured.
This is all done through a wired connection that is under 2m in length.

Any help with this would be greatly appreciated.

I had CoD running in the background but not actually playing it. I tried closing it down and it's now downloading at around 100Mbps (it does fluctuate a bit though). Wouldn't have expected the download speeds to drop so much with a game open.

Sometimes it could also be down to the load on the servers. If there is a lot of people downloading games, then it can be the cause for slow downloads.

Are you Running a game at the same time? usually for the game to run perfectly the download speed is usually 30-40 Mbps.

The Xbox One X does support 1 Gbps wired connection (at least mine does according to my router) and tested download and or game update speed (250 Mbps as per what I'm paying my ISP for).

Is your router port maybe configured for 100 Full instead of Auto? That would limit the Xbox One X to only using 100 Full.
