Xbox One X freezes during game update

I have an Xbox One X Scorpio edition. Over the past few months, when the Xbox goes to update a game, it will freeze the console. I am not talking about the download freezing, but the whole UI freezes and I cannot do anything in the menus. This will also
happen when I do a system update also and it will tell me I cannot update the system, the system update does not freeze but after about 3-5% it says there was a problem. I do not have an external harddrive installed either. Sometimes during a game update,
instead of it freezing a pop up will come up saying "Download Stopped" then it will start again and it goes into the endless stop and go download loop.

Things I have done.

-Soft and Hard reset

-Unplugged power cord for 30 seconds

-Changed network settings (Ports are open)

-FACTORY Reset

After the Factory reset it seemed to fix it for a few weeks then it has returned again.

I have 2 Xbox One Xs on the same network and the other works fine when downloading, ruling out a networking problem.

I can get the system update to go through when I do a manual update with a USB.

Every so often the game update will go through successfully, but most of the time it freezes or keeps stopping the download.
