It's normal for the console's cooling fan to not always be spinning fast since it usually only comes on full force when it's needed. It can spin up to cool the console to a certain temperature and will slow down once that temperature is achieved. I own an
Xbox One X and I've noticed the fan will usually spin faster in intervals after playing a game for a good amount of time. The fan's mechanics would wear out really fast if the fan was constantly spinning fast enough for you to hear it.

You only want to be concerned if your Xbox begins to experience performance issues or shuts down randomly.

Yes you can ive got an xbox one x with two 2tb external hardrives running constantly with no issues.

I also have issues with the fan. I have an Xbox One X and the fan is very loud even though it has enough space around it.
