If i'm understanding correctly, you say the issue is that the controller cannot connect to the console when you start it from a cold boot? Meaning the console is started from Energy-Saving mode and you see the green starting screen?

If so, then I believe that is a normal behavior between the controller and the console since the console has to reboot all of it's systems, including the transmitter that connects the controller to the console wireless, therefore the controller cannot find
the transmitter and you will need to restart the controller so that it can find the transmitter in the console.

The controller seems to work fine based on what you describe. Can you try turning on the console with the controller while in Instant-On power mode? Basically the console will not do full shutdowns when you turn off the console and will still have a small
amount of power allowing most of the system to stay on a low standby mode that "wakes" up when you turn on the console, allowing for a faster startup. In Instant-On mode, the controller will flash and automatically reconnect to the last console it was paired
to when you turn on that console using the controller.

Thank you for confirmation that the controller starts up and connects to the console while set to Instant-On mode. My conclusion would be that your controller works perfectly fine and the controller needing a restart if trying to turn on the console while
in Energy-saving mode is by design and cannot be changed.

If you prefer to have the console in Energy-Saving mode, I suggest first powering on the console with the physical power button on the console itself, and then waiting a few minutes while the console boots up before turning on the controller. Once the transmitter
is booted up, the controller should be able to instantly connect to the console without needing to reboot the controller itself.

Sorry to hear it. Is the controller an official Xbox One controller? If you are having trouble connecting it try holding the sync buttons on both the console and the controller at the same time for at least 60 seconds to see if that helps
