Xbox One won't turn on, power supply turns off when USB is unplugged?

Okie dokie. So I had an issue about a week ago where a power supply I'd ordered for my Xbox One (original 1540 model) was turning off when plugged into the console (would turn orange, white, then off). One replacement power supply later, and things have
gotten... better?

The power supply will only stay on if something like a USB flash drive or a controller plugged into the USB port is plugged into the console. Doesn't matter which USB port, just has to have something there. If there's nothing plugged into the USB port, the
power supply goes from orange to a slow fade off. The console, however, will not turn on at all. It makes the chime like it's starting to when you press any of the buttons, but just won't. Power supply light stays on.

I tested with an official controller and an Afterglow controller. Both controllers will rumble occasionally when you spam the "eject" button (something I read on the forums that worked for some). The afterglow controller continually flashes its internal
LEDs (not the Xbox logo) when plugged in.

Has anyone else had issues with this before and found a solution? Obviously I could send it into Microsoft, but this is one of those weird mysteries I'd like to figure out myself.

The best way to describe it is that the console is in a "coma" and won't fully turn on.

have you tried to see what happens when you connect the power supply to a different wall outlet to see if that makes any difference.

Yes, I've tried it on three outlets so far (with 3 different circuits in my house). Plugged directly in, no additional surge protector.

The Xbox 360 power supply will stay on if you have save games stored in the cloud and if you are downloading anything prior to turning off the console.

If you don't use cloud saves and aren't downloading, do you have anything connected by USB outside of your controller like a USB flash drive or external HDD?

If you unplug all your USB connected devices like the controller, does the power supply turn off?

my xobox one will not turn on either. once i plug the power brick to the wall light turns on amber then off again. if i unplug all cables then just plug the power supply to the wall the amber light is on, indicating power.. turns off immediately after being
connected to the xbox one console. can't seem to find any help except that microsoft xbox support suggested that i return the power supply in order to receive a replacement power supply
