Xbox one wont download new copy of cod bop 3

i would do a factory reset so its all setup, then unplug the ethernet cable or disconnect wifi whichever you use and then install the game from the disc when you have no internet connection, let that fully install, once done then connect the internet back
up and let the game update, when i have had install issues then i have installed games this way with no issues.

Do this steps:

1. Uninstall the game

Power Cycle your console

3. When you turn back on, put the disc. It will start installing, but now a important step, when opens a window saying that the game needs to update, choose "Install Later", and let install only disc content.

4. After get it installed, take the disc out, and go to My Games and Apps, in the game icon, open manage game settings and scroll down to Updates tab, and start downloading the update (do not put the disc back inside, just let it download the update
without disc)

5. After installs the update, put the disc back in and see if runs.

I see you say both the xbox one system and Black Ops 3 are new. By any chance do you have any other game on disc, be it xbox one or xbox 360, just to narrow this down to it being a faulty disc drive or damaged game disc.

Solutions

To fix this issue, try these solutions.

Note Make sure you do this before you reconnect to the internet.

Step 5: Go online and let the game update install

1. Press the Xbox button to open the guide.
2. Select System > Settings, and then select Network.
3. Select Network settings, and then select Go online.

Did the samething with forza 6. If its a bad console out of the box thats not good.
