I had someone bring their Xbox one to my house this weekend and it does the same thing but is working fine at their house. So it's not the console itself. His also had the same firmware as mine do I don't believe that's the issue either. Something doesn't
make sense. I've eliminated my network entirely. The last thing for me to try is to bring my console to someone else's house. I believe it will be fine. I'm now starting to think it's a routing issue. But we have other people on different ISPs with the same
issue as well as me tethering my phone using ATT's LTE network doing the same thing. On occasion I am able to get normal speeds of around 50mb down but it eventually drops down or if I reboot the system it goes slow again. I've already bought a new modem,
eliminated all wiring and my router. This is very frustrating as if I buy a game and it needs an update it's pretty much useless. Can we get some answers from Microsoft on this?

  2. Hey there azstang95,

That is interesting considering the network seems to be working just fine with the single exception of the console on the network. Thanks very much for trying to tether to your phone as well to see if the issue stayed the same. I'd be very curious to know
if the console operates properly at the other person's house where they weren't seeing the issue. It sounds like that's the next best step to 100% confirm what might be going on.

I would say then, if the console works at the other house, without any issues. You might want to contact your ISP to have them check your lines to ensure they're working properly. Another question is does the issue happen at all hours of the day? Sometimes,
depending on the type of connection (Cable, DSL or Satellite) The connection speeds can vary through the course of the day during peak hours.

I've already ruled out my ISP because it did the same tethered to my phone using LTE. I even had my router unplugged during this test to ensure that. That also accomplishes the same as taking the Xbox to another house aside from physical location. Time of
day means nothing as all my other devices work just fine during that exact time. You also have other people experiencing the same issue. I've ruled out the console, the ISP, any of my equipment, etc. This is way past the point of me troubleshooting this. I've
spent enough time and money on it already. When a new game comes out if it had a day one patch I won't be able to play it for at least hours or even days thanks to this. It also had been working perfectly fine up until just recently with no changes made to
any of my equipment. Can we get some higher up technicians engaged on this issue? Just because it's not super wide spread doesn't mean it's not happening. I have hundreds of dollars invested in basically a brick at this point and I'm quite frustrated!

Contacted my ISP and as I suspected they did all their checks and show everything is fine on my end. Microsoft refuses to acknowledge there's an issue with their servers. I know the speed is getting there as it speed tests correctly. I need this issue
    escalated.

  5. Thanks for contacting the ISP and having that checked. The last thing we can recommend at this point is to check your console on the friend's network where you mentioned it was working, just to rule out the console being the issue. From that point we'll
be able to determine the next best step.

We understand the frustrations with having to do this, but it needs to be done to isolate the issue fully at this point.

Let us know how it goes when you can!

I did, it's fine. The console is not a problem. It has something to do with the servers I'm hitting from my house but the issue is not in my house. So now what?

After countless calls and chats with microsoft it appears they finally resolved their server side issue as my speeds are back to normal.

  9. Having this issue now, starting June 2017; currently 21/6/2017.

Was completely FINE until the last couple of weeks where my speeds are around/under 2Mb/s when usually around 7Mb/s; or they fluctuate wildly between 0 b/s to 4Mb/s

    Everything else on the network works FINE too. And yes, I have isolated to just having Xbox the only thing on to download; Yes, I have Power Cycled / Restarted / Hard Restart;

    Yes, I have tried static IP or Google DNS; Open DNS; etc combos of static/ auto IP with DNS;

It was completely fine, and then around the release of the last OS update, it just broke down.

And trying to run any game without the lengthy process of pausing each download results in
0x8027025a error - app took too long to open.

    Infuriating!

Im having the same issues, Xbox is not getting my full speed of my isp when everything else in my household is. When I try playing online I get very bad lag spikes and sometimes get disconnect from servers. Did every troubleshooting possible with my Internet,
router's, and Xbox but still get the same issue. I to believe it might be with one of the updates that came out this year, but only affected a handfull of people and not all witch is why MS is not seeing the problem we are having. I just want to play my game's!

I'm having the same issue started today, I've followed this thread and did everything everyone said to try. I ran a speed test on my Xbox every single time it caps at 1.15Mbps download when my upload hits above 60Mbps every single
    time.

SOLVED!!!! - At least on my end anyway.

My exact set up and issue:

    - Spectrum 30x5 speed / Netgear CM700 Modem / D'link 890L router / Xbox one S wired LAN connection (wireless also had the same issue)

    - Running "detailed network stats" test showed 0mbps down / 6ish up / 0% packet loss / 1480 MTU / 25ish MS lag... HBO Now/Youtube wont open. Halo 5 can't connect. BF4 and Netflix work without issue. Speedtest.net run through edge web browser app shows
full 30x5 speed. However, running fast.com test, I notice 0mbps speed for roughly 10 seconds before it starts indicating speed, and then it would rather quickly make its way to 30ish. Coincidentally, roughly the amount of time apps like HBO and youtube would
try and load before an error message appeared. Oddly enough, deleting an app on the xbox and downloading it again, and then running the same test or trying to open the apps they would function flawlessly. It seemed there was just a very long connection delay
before the network would start functioning, but if I already had it running doing something else then it worked.

It turns out it's my ISPs fault, and a bit mine. They have IPv6 on their network according to the "tech" I talked to. On my network status page I see IPv4 - Connected / IPv6 Connected.... However, I noticed on the IPv6 side I was being given an IP address
fexxxxxxxx etc but I wasn't getting a DNS automatically. No worries I'll just use Google's and manually input.... still no luck.... Turns out after doing some more reading on IPv6, fexxxxxxxxxxx addresses and a few others, are addresses given by the ISP,
but do not allow you to talk back out on the network per this note I found on an IPv6 trouble shooting page - "Either your organization is blocking the use of IPv6 to talk to the outside Internet through network policy; or perhaps what you see with IPv6 on
your host is not a global address. Any address starting with "::", "fc", "fd", or "fe" are unable to work with the public IPv6 Internet"..... Seeing as how I now know that I can't actually use IPv6 on my network I set out to turn it off. On nearly all routers
these days IPv6 will be turned on by default and most likely set to auto-config. On some routers you may have the option to turn it off completely, on mine the D'link 890L red spider monster, I did not have an off selection. Instead, I selected local network
only. I went back and checked the network status page and sure enough IPv6 now showed not connected. Ran a speed test and full flying colors of a sad whopping 30mpbs... My best guess, having IPv6 running but not connected was somehow causing the delay in
connection; maybe trying to run through the IPv6 tunnel until it times out and then going back to IPv4 as a back up.

Bottom line, if you are also seeing 0mbps download but normal upload, try turning off IPv6 on your router and give it a go.

I hope this helps, this solution comes after nearly 6 long frustrating days of trouble shooting and trial and error and research. The spectrum guy that showed to my house basically walked back out saying he can't help me since he didn't understand half
of the things I had already done to try and fix this problem. The microsoft tech basically said the same thing and told me to just send my xbox in for a replacement under warranty assuming somehow both the ethernet and wireless cards went bad at the same
time... d'link and netgear refused to comment...

Thanks sutty wutty. We need to get them to fix this especially since it just started happening for no rhyme or reason. My 360 seems to be fine so it's just strange how it's happening for some and not others. It's ridiculous. Microsoft just wants to blame
it on my equipment which it's not. They haven't tried to help other than the standard BS like that article that was posted. Maybe they're too busy working on the new console they want you to buy next year.

I'm also having the same problem . We have 3 Xbox ones in our home and all 3 experience the same issue .

    Download Speed: 160.17Mbps

    Upload speed: 12.22Mbps

    Latency: 71ms

    Packet Loss: 0%

    Wired

Modem: AC1900 wifi cable modem router

    Model: C7000

My problems are the same as azstang95. Just started after the update and no other devices on the networks are affected. Phones , PC's and PS4 have zero issues and download at 100Mbps +

Having this issue now, starting June 2017; currently 21/6/2017.
