Xbox One unable to purchase 360 games

So since Saints Row IV is on games for gold this month and is backwards compatible I decided it would be a fun game to get and play with my friends. However, when i go to "purchase" the free game, I select the "show price" button and another screen comes
up and i select continue. Now this is usually when the Xbox would thank you for your purchase, although i instead get a message screen saying: "Sorry your account is unable to make this type of purchase on
Xbox.com. Please complete this transaction from your
Xbox"

Now this seems odd as Im trying to complete the transaction on my Xbox when i get this error. I've also tried to download the game through Xbox.com but receive the same error.

Cannot change 360 online settings to enable me to purchase xbox 360 contents on my Xbox one

I am unable to change my 360 online settings on the Microsoft website to enable me to purchase 360 content on my xbox one. I go to purchase a game and it comes up with a message "your account is unable to make this type of purchase on Xbox.com, Please complete
this transaction on your Xbox" - However I am already on my xbox

Unable to make purchases on Xbox One

I am unable to purchase anything (season passes, dlc, movies, etc..) on Xbox One. I can purchase on the Xbox 360 with no issue. I do not understand why on one console I can but on the other I am unable to purchase or even edit.

The error is correct

It is telling you the correct error

You are not able to make the purchase on the website or xbox one on a child account of way is to make it on an xbox 360 with the appropriate parental permissions or an parental account with gold

Xbox one parental permissions doesn't apply to xbox 360 games

My Xbox one account is currently linked with a credit card, but I'm still unable to purchase a backwards compatible game from the store on Xbox one. (Or any of them at all currently) The game in question is Soul Calibur 2 HD, and when attempting to purchase

No, that's not what I meant. My wording is vague however.

I meant that downloading in general is possible on my 360, but not on my One. The game I tried downloading on my One was the new Battlefront, on the 360 it was whatever the free game is currently, the name escapes me. I was unable to download the new Battlefront,
but my 360 had no problems downloading its game. Nonetheless, it's not a matter of backwards compatibility. I literally am unable to purchase anything at all, not a single thing, on the Xbox One marketplace, 360 game or otherwise.
