I am from germany as well and facing the same (quality jumping) issues.

Resetting the Router / Box does not work. The problems are still there afterwards (for days now).

It isn´t stream relates because I have tried to watch different streams. It isn´t network related because my box is connected via cable and I have tried to watch the same streams simultanious on my computer where steaming in the best video quality works
flawless.

My Internet connection is 50k down / 10k up,

I have tried the youtube app for half an hour now for this post and this seems to work good,

It would be great to get this fixed, maybe talk to the Twitch app developers solving this issues.

If you have other ideas what we can do let us know, your support is much appriciated.

G'day Schniebel! Sorry to hear about those issues. There are a few things we can try here to get this sorted out.
Have you noticed that jump in quality within any other streaming apps or does it only happen in Twitch?

For the quality issue, try power cycling your network hardware.

• Unplug your modem, router, and console from power for a full 2 minutes.
• Plug in and restart your modem. Let it fully start up.
• Do the same for your router, and then for your console.

For the stream ending prematurely, let's try one thing and then I recommend you contact
Twitch support:

• From the console's home screen, locate and highlight the Twitch app. Don't launch it, just highlight it.
  
• Press the Menu button on your controller and uninstall the app.
• Power cycle the console again.
• After restarting, re-install the app and launch it. Try playing another video stream.
