Xbox One Troubleshoot menu

If your console is stuck on the green startup animation screen, power cycling your Xbox console will reset the network card and clear the cache.

1. Press and hold the Xbox button on the front of the console for approximately 10 seconds.
   
2. After the console has shut down, unplug the power cord and wait 30 seconds.
   
3. Plug the console back in and turn it on by pressing the Xbox button.
   
4. If you still see the Xbox startup animation screen for 10 minutes or longer when the console powers back on, go to: Perform an offline system update

Im also having the same issue though no one knows how to fix this

I would suggest trying an offline system update and seeing if that helps resolve the issue.

The details on how to do that can be found here. If that doesn't resolve it, I would assume there might be a hardware issue that is causing this screen to pop up regularly for you and would look at having your device
serviced by Microsoft Device Support.

Looks like this XBOX is on an older insider build. Can you leave it up and running connected to the internet over night? it may be in a background process to download newer binaries before it can update to the latest build.
