Once you sign in with your account on the Xbox One S All Digital, you will be able to download your digital games, If you have games on a disc, you will need to purchase them again.

You'll be able to redownload all of the digital games you've purchased. You won't lose your save files either since they're saved to the cloud.

Another option is transfer all your games to an external hard drive. After they are transfer over, you can unplug the external from the one console, and then just plug it into the all digital console.

If you can, then there is also the option for a network transfer.

I have been through several Xbox's and I also download all of my games to an external HDD. That way I can easily pick up and play any of my games regardless of which system I use.

If you purchased the games digitally, then all you have to do is re-download them to the new console. If the games are on disc, you need to purchase them digitally.
