Xbox One Teredo Address

Hey everyone. I have a problem with the Teredo Address. So I get onto the app and I go to network and it says it is connected to the address. However when I join a party, it gives me the circle of connectivity and then says there is an issue with my network.
I then go back to look at my network settings and it says the Teredo Address is unobtainable. From there I went into the Help Me Fix It link and did everything that it suggests to try to fix it. I uninstalled the adapter, I disabled it, I set it to default.
Everything on that page I tried. I do not have a antivirus, Windows firewall is up and reset to default settings, my computer is receiving IPv4 and IPv6 connections. When I type in my CMD to show the state of the Teredo Adapter it says

C:\WINDOWS\system32>netsh interface Teredo show state

I looked up and it should be saying Qualified or something else in the State: but for some reason it says Probe (primary server) which I have no Idea what it means. However if I wait about a minute or two and show the state this comes up.

State : offline

Error : primary teredo server unreachable over UDP

It seems to be on for a little then just shutting off. Any idea on how to fix this or even whats causing the issue? I already uninstalled and reinstalled windows 10 clean.

Cannot get a Teredo IP address

Teredo is unable to qualify - I've tried EVERYTHING...

Teredo is a networking protocol that’s used to establish secure communications between clients and servers, and to facilitate connectivity between devices behind routers that use network address translation
(NAT).

Failure to obtain a Teredo IP address can occur when there’s an issue with your Teredo adapter, when a device on your network is blocking the Teredo protocol, or if there’s software installed on your PC
that’s disabling Teredo functionality. Without a Teredo IP address, you’ll be unable to use party chat or do multiplayer gaming on Xbox Live.

Note The Teredo IP address is only necessary for Xbox Live party chat and multiplayer features. If your game doesn’t use the Xbox Live service, consult that game’s support site for help
on chat and multiplayer issues.

For some reason the UDP isn't giving the Teredo address a passthrough I suggest running through the settings and when you finish do a full reboot of the router modem and PC and see if that works. I fought this too and I finally got it working by being persistent.
You need to make sure to try these steps:
