    Do you mean a Setup a new system solution for a new console?

    Curious why you need to do a offline system update (OSU) unless the console has not been updated for awhile and/or an older model.

    What type of XBOX console is it?

    At some point you will need to have the console online for any updates.

    Were you getting error codes?
