Xbox One sometimes not saving game clips

I save a lot of game clips and it's a feature I like a lot. I'm a bit disappointed they don't save locally permanently and have to be uploaded to the cloud to be saved, with more limited space. (Locally saved only, non cloud uploaded clips seem to self delete after a few weeks.)

I've been making use of this feature but recently I've noticed sometimes it doesn't save a clip after I just asked it to. I press xbox button, save last 15 seconds, and get the popup saying "Game clip saved" and later I check my saved clips and it isn't there.

I recently cleared a lot of space as it was filling up, so I assumed there'd be no problems. Can anybody advise? The odd thing is, it does do it most times, but occasionally it doesn't. It's quite upsetting if it was a clip I really wanted to see.

I play online so it's not easy to pause and ensure the clip was saved. I just need to quickly press the button and try and save it. Am I doing it too quickly perhaps?

Do I need to clear my consoles MAC address data or something? Is it to do with my broadband speed? Surely if its saving locally it can't be affected by these things. On xbox 360 we were able to have games save clips locally, as far as I recall without any issues (albeit with limited space), so what could be going on here?

OP here, I think I know what it might be... I think I was downloading a game when I tried to save a clip and it didn't save. Maybe it doesn't save while something is being downloaded, updated, or uninstalled. Just a theory because it seems to work sometimes but not others, and I've been downloading a lot of new games recently and I kept playing while they were downloading, which might render saving clips impossible.

I believe this is an issue with the recording app, when i clip game play it will sometimes only clip 3s or 15s even though i have it saved record 1 minute

I sometimes get a 1 second clip of nothingness.... but never a miss timed clip.... I did however... find this out... Xbox can record simultaneous clips... I said Xbox record that.. and didnt notice the kinect confirmation on top right.. so I said it again
about 5 seconds later.... then a few seconds later.. I get clip saved..... clip saved... checked my clips... sure enough... both were there... a few seconds apart...
