Xbox One Sign in/add new profile error

The problem goes like this:i deleted my account from my xbox because it would not let me sign in and after i tried to add it again by using the add new option a loading screen appeared,but after it appeared it disappeared without giving me a log in screen,i
tried again and still the same result.

I did a factory reset that keeps my apps and games and still when it got to the sign in,the loading screen appeared and disappeared like the first time. Any help would be very much appreciated and if you need more info i can give more

Correct, game saves are synced with Xbox Live cloud services as long as you have been online. Please check these articles for more info!

that will not remove progress in games right?

You may need to do a factory reset and remove everything if the issue is still persisting after a "Reset and keep my games & apps".

You can do this by clicking the Xbox guide button and then on the sign in menu click "Add and manage" and then select your profile.

To add it back on do the same , by clicking the guide button and then on the sign in menu click "Add and manage" and click "Add new" and then input your Microsoft account details

I did as you wrote, but the error stay on.

Have you tried adding your bro to your Xbox? "Add New" as opposed to "Add Guest" on the Sign-on screen. This is like we do on the 360 when we would Download a Profile to a Friends Xbox. (Just don't set your Xbox One up to be the Brother's "Home" Xbox
if you each have your own Xbox One). Set your brothers profile to Prompt for password at sign-in as this will assure that no one signs in as him when he is away.
