XBox One settings won't open

Hi, with the Xbox powered on press and hold the power button for around 10 seconds, when the Xbox powers off wait for maybe 5 seconds and then power on again. Should that not work then try again but this time pull the power cord out of the back of the
Xbox for 30 seconds, reconnect the power cord and power on again.

Thank you for posting on the Xbox forums. The Xbox One has the ability to access a troubleshooting menu which will allow customers to perform a factory reset. This feature was created for scenarios like this. We will provide steps on how to access the troubleshooting
menu. We recommend performing a soft factory reset. This is the type of factory reset that keeps games and applications installed. This will remove all profiles from the console so the email address and password for those accounts must be known before this
step is taken. Be sure to let us know the results!

1. Power off your console, and then unplug the power cord to ensure that the console is completely powered off.
   
2. Wait 30 seconds, then plug the power cord back in.
3. Press and hold the BIND button (located on the left side of the console) and the
   EJECT button (located on the front of the console), and then press the
   Xbox button on the console.
4. Continue holding the BIND and EJECT buttons for 10-15 seconds.
   
5. Listen for two “power-up” tones a couple of seconds apart. You can release the
   BIND and EJECT buttons after the second power-up tone.
6. The console should power up and take you directly to the Xbox Startup Troubleshooter.

If the hard reset still doesn't work, do a factory reset with keeping your games and apps (so that you don't have to install them again):

Thank you for reaching Microsoft Xbox Forum support. I want you not to worry about the situation because I am here to help you out! I believe your console might need a system refresh. I would like you to go through the following steps to perform a quick power cycle on your console:

I invite you to perform a quick power cycle by turning off the console and then unplugging all the cables. After 2 to 3 minutes, re-plug them back again, then restart your console.

In case the issue still persists, the next step would be to perform a reset on the console. To do so you will need to follow the steps below to perform a reset on the Xbox :

Settings > System > Console Info > Reset This Xbox > Reset and Keep my Games and Apps.

Note =>The "Reset and Keep my Games and Apps" option will not cause losing your games, but please be aware that you need to be completely aware of the email address as well as the password of your account before going for it because it will require you to sign in to the account.

To use your Xbox One without being prompted to connect to Xbox Live, set it to offline. While offline, your Xbox won't connect to any networks.

Press the Xbox button to open the guide.

Select System > Settings.

Choose Network.

Select Network settings > Go offline.
