    You can find where to set the volume level here

    Here is a video on where the new selection is for the set volume up and set volume down (changing the levels from 2 to whatever value you want) say for example a level 10 ten. So that whenever you say xbox volume down it goes down by 10. Took me forever
    to find it, Since I couldn't find anything on these support forums or online, I figured I'd share where it finally was at that I found help.

    On any headset that has its own volume controller, you should set that controller to max volume. Then use the adapters controls to set your chat, and game audio volume to more suitable levels.

    Adjusting both controls can lead to odd audio problems as StainableDog describes.

    There is no way to turn up the volume on the mic OUT in the xbox app but you can turn it up in the windows settings.

    Right click the speaker icon at the bottom right in the windows taskbar > Sounds > Recording > Right click your device > Properties > Levels > adjust the volume and dB levels there.

    Make sure that the volume level is set correctly and that the volume is not muted in the Personal Settings area. To do this, follow these steps:

    Press the Xbox Guide button on the Xbox 360 controller.

    Scroll right to Settings.

    Select Preferences.

    Select Voice.

    Make sure that the Mute option is not selected. To turn off the Mute option, select Mute, and then press the A button.

    Increase the volume. To do this, select the volume bar, and then press the D-pad or the left stick."

    I don't have this option "Mute" under the Voice menu...

    Have you tried turning the volume up on the headset itself while its plugged into the Xbox One. It should default to a volume level you can hear, but it's worth a shot in my opinion.
