Xbox one set up issue

Yeah that is exactly what happens it just goes in circles

Thank you for the update. Let's then reset your console keeping your games and apps. Don't worry because as long as you're connected to Xbox Live your saved progress, games, will not be deleted. It will remove all of your accounts but you can add all of them later on.

Press the Xbox button to open the guide.
Select Profile & system > Settings > System > Console info.
Select Reset console.
Reset and keep my games & apps.

I had already did that my problem is after I did it now goes from choose connection and then it just goes back to What variety of English (photo attached for your reference)

I have already reset though but I only removed the account and not the games how do I reset?

We may need to reset your console removing everything then. You may need to install all of your games and apps again but rest assured that this should fix the issue.
