Xbox One Screen Flashes a Blank Black Screen

My 2 year old Xbox One flashes a totally black screen over and over again. The flashes usually last for about 4 seconds and can reoccur within a second of going back to normal. After deleting all unnecessary apps and games to clear up the hard drive I tried
a cold start . Also tired holding the power button and eject at the same time until the second beep(which never came). Nothing has worked in anyway. The only time that it doesn't flash consistently is when I'm on the start-up screens or the Home Guide. It
seems that the system is too weak to support games or any high activity. Even on startup. And I've also tried changing my Video setting to allow 24Hz but that options isn't allowed under infidelity.

The HDMI cable seems to not be a factor in this, nor the TV. I don't know what else could be done other than possibly to a full physical clean.
