yes, you need a converter to use it on a vga monitor.

Thanks for reaching out to us here on the forums with this inquiry. As our great Ambassador team has already confirmed yes you can set up your Xbox One to be played on a monitor with an HDMI to VGA converter. Keep in mind compatibility will vary depending
on the monitor and the adapter itself. Personally I have a small adapter that plugs into The HDMI port of my Xbox One S that I can then connect a VGA cable to and plug that into the monitor and it works just fine. Hope this helps!

One other bit of information...

Make sure that the Convertor you select has an Audio output, as VGA does not carry audio information.

So if i just buy this i can connect the audio from my vga cable into easch impu then connect the audio jack straight into my pc moniter?
