Xbox One S stuck on start up screen

First, welcome to the Xbox community. Normally the issue would be resolved by following the instructions below.

1. Turn off Xbox One.
2. Unplug power.
3. Plug the power back to Xbox One 30 seconds later.
4. Press and hold Bind and Eject at the same time (don't release).
5. Press and release the Power button, and then you will hear the startup chime.
6. When you hear the second startup chime, you can release the bind and eject buttons.
7. Select Reset this Xbox on the screen.
8. Select Keep games and apps.

Thanks for confirming this info. The offline system update is currently the only other possible solution to this specific startup error which is quite common. Refer to the info under the E102 error code here:

If you want to consider trying this, then keep in mind that you’ll need:

• A Windows-based PC with an Internet connection and a USB port
  
• A USB flash drive with a minimum 6 GB of space formatted as NTFS
  

If the issue persists after the offline update or if further complications arise, then this is unfortunately a hardware fault and the only other option would be to request a repair or replacement for your console, or perhaps upgrade to the Series X|S.

I've done everything but an offline update due to not having a flash drive on hand right now and it still cycles through the troubleshoot screen.
