Xbox one S struck in applying update and never comes out of the loop

I had startup issues with my xbox and decided to do an offline update from USB. after quite a few failure, it went through the installation and the verifying update state. Now it is struck at applying updates. After 33% it says something went wrong. When
I restart the xbox, it is again going to applying update state. From the troubleshoot screen, I have tried to reset the console and even that didn't start the process from the start. It goes to applying update screen no matter what. Tried power cycle as well.
Nothing helps. Struck here from past 2 days. Any help is welcome. Thanks!

Thanks for coming to the forums. We understand having issues updating console. We recommend to go through the

offline update again. In most part where you pull the troubleshoot menu up. Which is step 4. If you can get this menu up, you can try the regular soft reset. You would select reset, then reset and keep my games and apps. If that doesn't work pull menu up
again and try offline update again. Something has got corrupt while doing the update. Stopping and restarting it multiple times can corrupt the files.

If you are in the XBox Insiders preview program you CAN'T use usb OSU's (offline system updates). This sounds as tho you need to power cycle your router
and wait till it's fully functional BEFORE turning the console back on to reconnect to XBLive.

Thanks for responding and providing us with that update.

We apologize for the inconvenience and frustration this has caused but rest assured we are here to help. We would like to troubleshoot the console itself a bit more in an effort to clear this up we suggest a full reset of the console
from the Troubleshoot screen by using these steps :

If you haven't already done so, let's try this.

Unplug the network cable if you're using a wired network connection.
Power off your console, and then unplug the power cord to ensure that the console is completely powered off.
Wait 30 seconds, and then plug the power cord back in.
Press and hold the BIND button (located on the left side of the console) and the
EJECT button (located on the front of the console), and then press the
Xbox button on the console.
Continue holding the BIND and EJECT buttons for 10-15 seconds.
Listen for two ?power-up? tones a couple of seconds apart. You can release the
BIND and EJECT buttons after the second power-up tone.

Once the troubleshooting screen comes up select reset console and then select reset and remove everything. Give it a shot and let us know how it goes.
