Could be that is not an issue with the power supply itself.

Probably another electronic component is the one failing. The best option if you want to keep using your console is get the device inspected with your closest electronic repair shop or any third party retailer

Try restarting your console by holding the power button on your console for 10 seconds, press the power button again after a few seconds after it was turned off.

Try doing a power cycle of the console, then try downloading the game again. To power cycle press and hold the power button Xbox until the console turns off, then wait a few seconds and turn back on.

Many controller issues can be resolved by putting the controller through a complete power cycle.

To power cycle your controller: Press and hold the Xbox button for 5-10 seconds, until the controller turns off. Wait a few seconds, then press and hold the Xbox button again to try to turn the controller back on.

Then, check if it corrects the issue!

Turn on your Xbox One.
Turn on your controller by pressing and holding the Xbox button. The Xbox button will flash.
Press and release the Pair button on the Xbox.

Within 20 seconds, press and hold the controller's Pair button (a circular button on top of the controller as you hold it in your hands) until the controller's Xbox button flashes a few times. That means it's searching for a console. The Xbox button stays lit once it's connected. Hope this helps
