Xbox one S crashing when using the "restart Console" shortcut after holding down the xbox...

So ive done first step ( holding the power button) along with other tips like changing the storage to not shut off when the system shuts downs. no luck. I then decided to reset the console as you stated. I did both a complete reset and the reset but keeping my games and apps ( obviously keeping the games first then fully resetting). when I was starting up the console with the hard drive plugged in, thats when that error code consistently showed up and was damaging my connections ( connecting my controller in to the system) but after removing the hard drive, the xbox seems to work fine it just doesnt recognize the drive. So i believe the issue might just be with the hard drive itself being old since ive had it since the initial release of the xbox one X.

I highly recommend following the troubleshooting steps here:

After each step try to see if the issue is fixed!

First, hold down the power button for about 10 seconds, until the console shuts off, then unplug the power cord and wait for 2-3 minutes before plugging it back in and turn on the Xbox.

If the issue persists, please select System > Settings > devices and streaming > blue ray > persistent storage > clear three times > restart console.

If you are still encountering the same issue, please select System > Settings > System > Console info > Select Reset console > Choose Reset and keep my games and apps.

Along with XBF Felixx P ‘s Solution alternatively you can try this is you haven’t yet resolved your issue,

Unplug the power cable from the back of the router for a minute. If you have a router and a modem, unplug the power cable from both devices. Restart your Xbox One console. Press and hold the Xbox button in the center of your Xbox One controller to
open the Power Center.

Select Restart console or Press and hold the Xbox button on the console for 10 seconds, until the console turns off.

After the console shuts down, touch the Xbox button on the console again to restart.

After five minutes, plug the modem in first and wait for all the lights to return to their normal state. If you are using a router, plug in the router and wait for all the lights to return to their normal state as well.

I have the Limited Edition Minecraft Xbox One S from 2017

and I restarted it by holding down the xbox button on my controller and pressing restart

It was resolved after working with Xbox Support. They had me hold down the power button on the front of the console for several seconds (5-8), then pull power to the console for a minute. When I restarted, everything worked and I no longer received this
error. Holding down the power button apparently was the key.
