xbox one s choppy frames in all games and menus

With issues like these, there could be many factors that could cause a blockage in the system. So it's best to start with basic troubleshooting and work our way up trying different things to start ruling out some factors and narrow it down to the root cause.

And since you already tried some troubleshooting steps which are resetting the console, clearing the mac address and persistent storage. Please try these other steps and see if the issue is fixed.

Step 1: Close any running games:

To remove download constraints from games or apps being installed, you can either wait for the Xbox to suspend the running game, or you can force games to close by doing the following:

1. On the Home screen, navigate to your most recently run game.
   
2. With the game highlighted, press the Menu button and select Quit.
   

Step 2: Clear your local save:

It’s possible that the local save for your game has become corrupted. If so, deleting the local save and re-syncing with the cloud might correct the problem.

First, delete the local save:

1. Press the Xbox button to open the guide and then select My games & apps > See all > Games.
   
2. Highlight the game title, and then press the Menu button on your controller.
   
3. Select Manage game and add-ons > Saved data.
   
4. Select Delete all to remove the local save of this game, then follow the prompts.
   

After you delete the local save, restart your Xbox:

1. Press and hold the Xbox button in the center of your controller.
   
2. Select Restart console, then follow the prompts.
   

After you restart your Xbox, re-sync your saved games to the cloud. Your saved games are automatically stored in the cloud while you’re connected to the Xbox service.

Try playing the game again to see if re-syncing with the cloud corrected the game problem.

Step 3: Remove your account:

First, please select System > Settings > account > remove accounts and then select your account and select Remove to confirm then re-add your account.

In addition to low bitrate xbox one drops frames and looks choppy, it is unusable...

I agree with what you said about the in-game cutscenes being choppy sometimes. I had the same exact experience playing on my Xbox One S. Interestingly, I only started playing the game on Novemebr 4, which was a few days after the X1X 4K patch. I think they
released a patch for the game for both the Xone One S and X1X, which introduced the choppiness into the in-game cutscenes.

Any YouTube videos of the game running on Xbone One (which are all from 2016), don't show the choppiness. I'm hoping Microsoft patches all versions of the game to fix this.

After the initial reports about frame rates I was going to go with the PS4 version. I'm not so sure now.

Ok so the Xbox One version has a lower frame rate BUT, it is a steady frame rate, whereas the PS4 version jumps around by nearly 30fps. To me that means one thing. Choppy frame rate, unstable game play.

I will wait until I see both versions for myself before making a decision.

Not sure if this is the right thread but.. anybody else experiencing a regular frame skip while playing on Xbox One? Seems like it's playing choppy.

Edit: Although putting that aside this game is ridiculously awesome and I definitely recommend it.
